1. Introduction

The Children Act 1989 (Section 63(12) and Schedule 7) prescribes the “usual fostering limit” of THREE children in foster homes, except in the case of one sibling group (including step siblings, half siblings and adopted siblings).

In exceptional circumstances, local authorities have the power to grant an exemption from the usual fostering limit (THREE children). In making an application for such an exemption, the following information MUST be provided. A decision to grant an exemption may be accompanied by conditions specified by the authorising manager.


2. Day Time Placement

To be completed by the Fostering Team Social Worker and their Manager. The final page of the exemption certificate should then be handed to the foster carer.


3. Out of Hours Placement

To be completed by the EDT worker. The final page of the exemption certificate should be handed to the foster carer and the completed application form should be forwarded to the relevant Manager, immediately after placement.


4. Information

  1. Name, address and approval status of foster carer(s) :
